“WINTER WEATHER EMERGENCY BULLETIN”

As a result of the probability for an accumulating snowfall for the period of Monday through Wednesday, a “WINTER WEATHER EMERGENCY” is hereby declared to exist on the following date(s) and time(s) in the Borough of Bedford:

11:00 p.m. Monday, March 13th until 7:00 a.m. Tuesday, March 14th

11:00 p.m. Tuesday, March 14th until 7:00 a.m. Wednesday, March 15th 

Motorists are advised that it will be illegal to park vehicles on any public streets or alleys within the Borough or in the Fort Bedford Park Parking Lot between the aforementioned times. Motorists will, however, be permitted to utilize the Municipal Parking Lot located in the center of the Borough behind the Mini-Mall for overnight parking but are requested to vacate the Parking Lot by 7:00 a.m. so that Borough Employees can plow the snow between 7:00 a.m. and 8:00 a.m. The Borough Police will be enforcing the Winter Weather Emergency declaration.

It is the responsibility of the owner, occupant or tenant of every property fronting upon or alongside any sidewalk in the Borough of Bedford to remove or cause to be removed from all of the sidewalks in front of or alongside such property all snow and ice thereon fallen or formed, so as to leave a cleared path the full width of the sidewalk or at least thirty-six (36”) inches in width, whichever is less, within twenty-four (24) hours after the same has ceased to fall or form. Snow and ice that is removed from sidewalks and/or driveways must not be thrown or plowed onto the driving lanes of the roadways.

Property owners who fail to remove the snow and/or ice from the sidewalks are liable for injury insurance claims should a pedestrian slip and fall. Property owners can also be cited by the Borough for failing to properly maintain their sidewalks and if convicted fined up to $600.00.

For the snow season, the Borough of Bedford reminds vehicle operators, property owners, tenants, and contracted snow removers of the following:

1. Vehicles are NOT permitted to be parked on streets and alleys or in the Fort Bedford Park parking lot when a “WINTER WEATHER EMERGENCY” is declared by the Bedford Borough Office. “WINTER WEATHER EMERGENCIES” are normally issued when there is at least a twenty-four (24) hour advanced forecast for a heavy accumulation of ice or four (4”) inches or more of snow. Vehicle operators should be aware of weather forecasts and should check the Bedford Gazette and listen to local (Bedford/Everett) radio stations for the issuance of a “WINTER WEATHER EMERGENCY”.

2. 3. It is unlawful to shovel, plow, blow, deposit, or relocate any snow or ice from a sidewalk, driveway, parking lot, private roadway, or private property onto any Borough or PENNDOT maintained roadway.

4. When possible, delay shoveling/plowing driveways until after roads have been totally plowed. Plow designs make it impossible to plow roads without depositing snow in driveway entrances.

5. To help decrease the amount of snow re-deposited at a cleared driveway entrance, clear the shoulder area in advance of the driveway opening and deposit the shoveled or plowed snow on the side of the driveway opposite from the direction of the approaching plows.

6. Although the Borough of Bedford directs its operators to exercise caution when plowing roads that are lined with mailboxes, the Borough is not liable for damage incurred by mailboxes during the course of snow removal activities.

7. Following major accumulations of snow, property owners/tenants are requested to remove the snow from around fire hydrants and also from the entrances to crosswalks and openings of catchbasin that are located on/near their property.

8. Parents/Guardians are asked to keep children from playing on snow banks along the roadside. For safety sake “King of the Hill” and tunneling, although harmless childhood games, should be limited to areas where plowing operations do not occur.

PRESS RELEASE MANDATORY WATER CONSERVATION NOTICE – CANCELLATION
The Bedford Borough Water Authority is CANCELLING their previously issued Mandatory Water Conservation Notice effective immediately. This original notice was a result of the low flows in the Raystown Branch of the Juniata River, created by the ongoing lack of sustained precipitation in the River’s watershed west of Bedford.
Please share this information with all neighbors who have helped to conserve water, especially those who may not receive this notice directly.

2016 Bedford Borough Loose Leaf Pickup

PRESS RELEASE

The Borough of Bedford will begin the annual collection of loose leaves on Monday, October 31st, weather permitting.  To facilitate collection by workers, most property owners and tenants should rake their leaves directly onto the edge of the street, adjacent to the curb/edge of the street.  Only property owners and tenants whose lands are located near to and upstream of a stormwater catchbasin or are located in an area prone to street flooding after severe rainstorms are to place loose leaves along the curbing/edge of the street but not on the street.  Tree/shrub limbs, grass, flower/garden plants, rocks, blacktop, garbage, and rubbish, etc. should not be mixed in with the leaves as these items become lodged in the leaf vacuum hoses and cause unnecessary downtime.

If bagging leaves, do NOT use plastic bagsOnly leaves placed in recyclable paper bags will be collected.

The public is advised that it is illegal to burn leaves or any other material on the streets.
